service根据调用参数返回tooltip内容
action调用service获取对应的内容
请求参数为tooltip name
js收到response，解析tooltip内容，显示在页端
任务编辑时，有的设定项标题可以点击显示tooltip
action接收请求
struts将action中的tooltip内容填入jsp
页端元素触发请求
